300 Home Masterplanned Community - Ngongotahā

31 Ngongotahā Road is a 16-hectare, multi-stage residential development in Rotorua delivering more than 300 homes, childcare centre, a native wetland, parks, and a planned solar farm. The project brings together social, affordable, and market homes to create a diverse and well-balanced community.

PJM is supporting the delivery of the project across masterplanning, staging, design coordination, procurement, and construction. The role includes client-side project management, design and construction management, and tendering across a complex, multi-stage programme with multiple delivery partners.

Stage 1A is now underway and includes the delivery of 36 community and iwi housing homes in partnership with Emerge Aotearoa and Home in Place. This stage establishes the delivery framework, infrastructure, and design standards for the wider development.

Identified by Rotorua Lakes Council as a key growth area, the site forms part of the response to regional housing demand and includes community infrastructure, public open space, a native wetland, and new public parks.

The masterplan balances efficient housing delivery with long-term liveability. The layout prioritises pedestrian-friendly streets, reduces driveway dominance through access lanes, and integrates landscaping and open space to support amenity and privacy. The site also benefits from views across rivers, rural land, and lake edges, which have been incorporated into the overall layout.

Homes are being delivered across a mix of standalone, duplex, and terraced typologies, with varied cladding, roof forms, and colour palettes creating a cohesive but diverse neighbourhood. Durability, buildability, and long-term performance have guided the design and delivery approach.

This is a large, staged greenfield development with multiple workstreams and approvals, requiring careful programme control, coordination, and governance across the life of the project.
