Bennetts Rd - Affordable Housing

The Bennetts Road development is a 58-home residential project delivering affordable homes for Home in Place and KiwiBuild first-home buyers.

Delivered by Watchman Capital under a construction management model, the project was completed in three stages over approximately 12 months from RC/EPA through to titles and CCC, in partnership with Te Tūāpapa Kura Kāinga (MHUD) and supported by the New Zealand Government Affordable Housing Fund.

From the outset, PJM set the programme and staging strategy, aligning approvals, funding milestones, and handovers. This provided programme certainty, cashflow control, and clear coordination across the project team.

Within the development, 28 Home in Place–owned homes provide long-term affordable rentals for working families and essential workers across healthcare, education, and emergency services, with rents set at 80% of market and supported by an MHUD operating subsidy.

Despite the scale and complexity of the works, including over 600 timber piles beneath the homes and the challenges of a live construction management delivery environment, the project was delivered ahead of programme and under budget by a strong, well-coordinated team.

PJM provided full client-side project management, design management, construction management, and funder QS reporting, acting as the link between the client, designers, contractor, funders, and council.
