Waipapa Green - Housing Development

Waipapa Green is a residential development by New Zealand Housing Foundation, delivering affordable homes primarily for first-home buyers, supported by a shared equity scheme to help families achieve home ownership.

Located on the Ōmokoroa Peninsula near Tauranga, the development will deliver approximately 100 homes across a mix of detached, duplex, and terraced typologies, ranging from one to three levels. The project is being delivered in four stages, with Stage 1 homes complete and future stages in design, procurement, and consenting.

The site’s topography and environmental context have driven a carefully considered masterplanning and infrastructure approach. The layout integrates walking and cycling connections, works with the natural landform, and balances public, communal, and private spaces while maintaining efficient housing density.

PJM’s role has been to provide project management oversight of the civil construction works, subdivision consenting, tendering and procurement, and construction administration of the Stage 1 homes. In parallel, PJM is supporting the delivery of future stages currently progressing through design, procurement, and construction planning.

Delivering a multi-stage development of this scale presents challenges around staging of infrastructure and services, coordination of approvals, managing interfaces between stages, and maintaining programme and cost certainty across a multi-year programme.

The homes are arranged to follow the contours of the site, maintaining visual connection to the landscape and creating a cohesive neighbourhood through consistent yet varied building typologies, roof forms, and façades. Each home includes at least one car park, with additional parking provided for larger dwellings.
