Spotless - Department of Corrections

Since 2012, PJM has supported Spotless in delivering a nationwide programme of works across Department of Corrections (DoC) and Ministry of Justice (MoJ) sites, covering the majority of prisons and correctional facilities throughout New Zealand. The portfolio included four head office buildings, 20 prisons, and approximately 50 Community Corrections and Probation Service facilities.

To date, PJM has delivered more than 50 projects across prison, community corrections, and Ministry of Justice sites, ranging from targeted refurbishments through to complex operational upgrades within live custodial environments.

Delivery within active corrections facilities presented a unique set of constraints, requiring all works to be carefully planned and executed around strict security protocols, controlled access, and ongoing operations. Projects were often delivered to tight timeframes and within highly sensitive environments, with a strong focus on safety, security, staging, and continuity of operations.

PJM worked closely with Corrections staff, consultants, contractors, and specialist suppliers to manage site access, staging, and the integration of client-supplied and security-specific fittings, while maintaining the required standards of governance, documentation, and compliance.

The programme included a wide range of project types, including:

* Community Corrections and Probation Centre refurbishment

* Double-bunking upgrades across multiple regional prisons

* Audio-visual interview and AVL suite installations

* Kitchen, amenities, and office upgrades across a number of facilities

PJM provided end-to-end project leadership across the programme, including business case development, consultant coordination, scope and design management, procurement, construction observation, Engineer to the Contract and contract administration services, and project close-out through to CCC, as-builts, and defects management.

The result was a sustained, multi-year delivery programme across one of New Zealand’s most complex and operationally sensitive property portfolios.
